Taiwan passport photo rejection patterns from BOCA review

Taiwan's Bureau of Consular Affairs (BOCA, 外交部領事事務局) issues Republic of China passports through its Taipei headquarters and four regional offices, plus Taipei Economic and Cultural Offices (TECO) abroad. BOCA staff review the photo on-site before accepting an application.

The most-common failure for self-captured photos is background tone — BOCA requires plain white or a light off-white backdrop, and rejects walls with a visible colour cast, blue tint (a hold-over from the older ROC passport photo convention some applicants still assume), or texture.

Where to apply for a Taiwan passport — BOCA offices and TECO abroad

Republic of China passport applications go through one of two channels depending on whether you're in Taiwan or overseas:

  • In Taiwan — BOCA headquarters (Taipei) plus four regional offices: the Central Taiwan Office (Taichung), Southern Taiwan Office (Kaohsiung), Eastern Taiwan Office (Hualien), and Yunlin-Chiayi-Tainan Office (Chiayi). Online appointment via the BOCA portal; bring 2 identical 45 × 35 mm photos plus household registration documents
  • Overseas — Taipei Economic and Cultural Offices (TECO) and Taipei Economic and Cultural Representative Offices act as Taiwan's de-facto consulates in countries without formal diplomatic relations. They accept ROC passport applications and renewals with the same photo specification
  • First-time applicants in Taiwan must also complete the in-person identity check (人別確認) — at a BOCA office or, for some applicants, a household registration office
  • Adult passport fee: NT$1,300 (10-year validity); processing typically 4 working days at a BOCA office

The Republic of China passport — what's unique about it

The Taiwan passport is officially the Republic of China passport. A 2021 redesign significantly enlarged the word "TAIWAN" on the cover (previously the smaller "REPUBLIC OF CHINA" text dominated) to reduce confusion with the People's Republic of China passport at international borders.

Practical photo implication: there is no difference in the photo specification between the old and new passport designs — 45 × 35 mm, plain white or light background, within 6 months. The redesign changed only the cover and data-page layout, not the photo rules. If you're renewing an older ROC passport, the same photo template applies.

Same-photo compatibility — Taiwan 45 × 35 mm and other countries

The Taiwan passport photo uses the international 35 × 45 mm size, so it is broadly reusable:

  • Compatible with: Japan, South Korea, the UK, Schengen visa applications, Australia, New Zealand, and most of ASEAN — all use 35 × 45 mm with ICAO-aligned framing
  • Hong Kong (40 × 50 mm) and Macau (35 × 45 mm) — Macau matches; Hong Kong needs a reformat
  • Mainland China visa (33 × 48 mm) — different size, requires a separate export
  • Not compatible with: US 2 × 2 in, India 2 × 2 in, Canada 50 × 70 mm
